Veterans Benefits for Home Care: A Guide for Houston Families
Many veterans and their surviving spouses don't realize that VA benefits can help cover the cost of home care. If your loved one served, this guide explains the key program, who qualifies, and how to get started.
The Key Program: VA Aid and Attendance
The VA's Aid and Attendance (A&A) benefit is a tax-free pension add-on for veterans and surviving spouses who need help with daily living activities — exactly the kind of help home care provides.
A&A can be used to pay for a caregiver who assists with bathing, dressing, eating, mobility, and other activities of daily living. It can also cover care for a person who is blind, bedridden, or in a nursing facility.
Who Qualifies?
To be eligible for Aid and Attendance, a veteran must:
- Have served at least 90 days of active duty, with at least one day during a wartime period
- Have received a discharge other than dishonorable
- Need help with daily living activities (or be blind, bedridden, or in a facility)
- Meet income and net worth limits set by the VA
Surviving spouses of qualifying veterans may also be eligible.
Wartime Periods (as defined by the VA)
- World War II: December 7, 1941 – December 31, 1946
- Korean Conflict: June 27, 1950 – January 31, 1955
- Vietnam Era: November 1, 1955 – May 7, 1975 (Feb 28, 1961 – May 7, 1975 for veterans who served in Vietnam)
- Gulf War: August 2, 1990 – date to be determined
You do not need to have served in combat — only to have served at least one day during a wartime period.
How Much Can It Pay?
As of 2025, the A&A benefit can provide over $2,000/month for a veteran, over $2,400/month for a married veteran, and over $1,300/month for a surviving spouse. These amounts are reviewed and adjusted annually. For many families, this benefit covers a significant portion of home care costs.
How Home Care Fits In
A&A benefits can pay for non-medical home care — the kind of help with daily living that Dayspring provides. This includes:
- Personal care: bathing, dressing, grooming
- Companion care: social engagement and supervision
- Medication management: reminders and organization
- 24/7 live-in care: continuous supervision
How to Apply
- Gather documents: DD-214 (discharge papers), medical records showing the need for care, income and asset information, and proof of expenses (including care costs).
- File VA Form 21-2680: A doctor must complete this examination form documenting the need for aid.
- Submit your application: Through a VA regional office, a Veterans Service Organization (VSO), or an accredited agent.
Tips for Houston-Area Veterans
- Consider working with a Veterans Service Organization (such as the VFW, American Legion, or DAV) — they help with paperwork at no cost.
- The Texas Veterans Commission offers additional support for Texas veterans.
- If approved, benefits are typically paid retroactively to the application date — so file sooner rather than later.
